On or about August 29, 2016, a Request for Qualifications (RFQ) for the permitting, design and construction of a new South Carolina State Ports Authority Main Office building will be available for distribution to qualified design-build teams by the South Carolina State Ports Authority. The building will be located in the town of Mount Pleasant, South Carolina.

The selection of a design-builder will be a two-step competitive process. Step 1 is the identification and selection of a short list of qualified design-build teams that score highest in the SOQ response evaluation.  Step 2 will be the request for, and evaluation of, proposals from shortlisted teams and selection of a preferred design-builder.  This advertisement is for Step 1.

A mandatory SOQ pre-submittal conference will be held on September 22, 2016, at 2:00 p.m., at the Hugh Leatherman Sr. Terminal (HLT) project office located at 2025 Bainbridge Ave, North Charleston, SC 29405.

Instructions for submitting Statements of Qualifications (SOQ) are included in the RFQ.  SOQs are due at 3:00 p.m. on October 11, 2016.

The project includes the design, permitting and construction of a new office building, site development and access road.  Work items include design and construction of:

  • A new modern office building approximately 70,000 – 90,000 sf in size
  • Site development including access road, parking, utilities, stormwater, landscaping and erosion control

Interested parties may download, at no cost, the RFQ from the South Carolina State Ports Authority’s Legal Notices website (   Printed copies of the RFQ will not be provided by the Authority.

The submitting builder (Contractor) must have a current general contractor’s license for the State of South Carolina. Subcontractors must have licenses in their trade. Submitting architects and engineering professionals must be licensed to perform work in South Carolina in accordance with State regulations.

The South Carolina State Ports Authority reserves the right to reject any or all SOQs or to accept any SOQ, if it is considered in the Authority’s best interest.
